Valencia needs integrated, neighbourhood-scale solutions that connect mobility, climate resilience and energy in its southern districts, so that residents can reach services reliably in everyday conditions and in extreme weather, and so that the districts are better prepared for future floods.

Experimental Capacity

The city’s capacity to host pilots can be summarised as follows:

Population and scale: 844 424 residents on 1 January 2025 (municipal register), representing 16% of the population of the Valencian Community, in a municipality of 134.65 km² at the centre of a metropolitan area of more than 1.5 million residents.
Space and scale for the current challenge: the southern districts of Valencia, including La Torre, El Forn d’Alcedo and Castellar-l’Oliveral, at neighbourhood scale within the wider metropolitan area.
Data and tools: existing urban data platforms are available, and digital twin tools can support planning and decision-making. Data on travel, information use and drainage performance in the districts can be generated during experimentation.
Constraints: solutions need to be coordinated with existing water-management and post-flood recovery programmes, to avoid duplication and to allow successful solutions to be transferred to other areas of the city.

Pilots

Pilots are real-life implementations of selected solutions in cities. They allow stakeholders to test ideas in real conditions, measure their impact, learn from the results, and determine whether the solution can be improved, replicated, or scaled to other contexts.
