UTA in EU Projects
How UTA turns its network of cities, innovators and researchers into funded European projects, pilots and transferable results.
From Consortia to Pilots
UTA takes part in EU-funded research and innovation projects as a consortium partner. Our network spots the challenge and the right partners; a consortium applies for EU funding; the funded project delivers real technology, pilots and tools; and what we learn flows back to UTA members and cities. Explore the European projects UTA contributes to below.
URBAN-FLOW – Smart Public Space Management and Sustainable Mobility for Climate-Neutral Cities
🔄 Ongoing
🇪🇺 Horizon Europe ·
GA 101239472
🗓️ Start: January 2026
⇨
🗓️ End: December 2029
💶 Total budget: €16.76M · 32 partners in 10 countries · UTA’s share supported by the Swiss State Secretariat for Education, Research and Innovation (SERI)
🌐 Website: https://urban-flow.eu/
URBAN-FLOW helps European cities turn contested public space into sustainable, climate-neutral and resilient places through data-driven, participatory regeneration. City Living Labs, Local Digital Twins, data spaces and ICT-enabled engagement come together in three Lead Cities – Valencia, Florence and Tampere – that test the solutions first, and three Replicant Cities – Edinburgh, Brussels and Pilsen – that adapt and replicate them. The project is now moving from initial city assessments into Living Lab and pilot implementation.
UTA’s role: UTA coordinates governance alignment across the climate and digital transitions, helps cities integrate data-driven tools into policy, and leads cross-city stakeholder engagement, validation and dissemination. UTA members Kentyou, Latitudo 40 and Czech Smart City Cluster are also part of the consortium.

MICAD – Metropolitan Inclusivity in Climate and Digital Transitions
🔄 Ongoing
🇪🇺 Horizon Europe ·
GA 101178684
🗓️ Start: March 2025
⇨
🗓️ End: February 2028
💶 Total budget: €2.78M · 100% EU-funded · 13 partners in 9 countries
🌐 Website: https://www.micadproject.eu/
MICAD gives European metropolitan areas a shared way to plan their climate and digital transitions together. Five metropolitan authorities – Barcelona (AMB), Milan, Tirana, GZM in Poland and Chișinău – each build their own transition roadmap using a common methodological framework and a practical toolkit for local and regional authorities. All five are now developing their roadmaps, and the project will close with policy recommendations for cities across Europe.
UTA’s role: UTA analyses city digital and climate transition policies and planning frameworks, coordinates and harmonises the five authorities’ work on the shared methodological framework, and leads dissemination and exploitation across Europe and beyond. Together with UTA member Kentyou, UTA leads the roadmap-building process.
COGNIFOG – AI-Empowered Edge-Cloud Continuum for Cognitive Computing
✅ Completed
🇪🇺 Horizon Europe ·
GA 101092968
🗓️ Start: 2023
⇨
🗓️ End: 2025
💶 Total budget: €5.03M · 100% EU-funded · 12 partners in 7 countries, coordinated by CEA (France)
🌐 Website: https://cognifog.eu/
COGNIFOG built the Cognitive-Fog, an open framework that processes data close to where it is produced along the IoT–edge–cloud continuum, with AI-based orchestration and real-time monitoring. Three trials validated it in real conditions: flood detection and drone-and-sensor missions (Thales), tele-medicine over restricted connectivity (TMA) and smart manufacturing with cooperative robots (LMS). The project secured 14 binding agreements to commercialise its results, committed to five years of open-source maintenance and trained more than 170 people.
UTA’s role: UTA set up and managed the project’s pilots for system validation, provided the guidelines for implementing integration plans and assessed the KPIs. UTA member Kentyou built the platform’s open data layer. UTA’s participation received funding from the Swiss State Secretariat for Education, Research and Innovation (SERI).
