Strategic Vision and Achivements

Challenges

Challenges are defined by cities to clearly express the urban issues they are facing. They describe specific needs and contexts, helping innovators, companies, and organizations understand the problem and propose relevant, tailored solutions.
Ski Resort Flow and Safety Monitoring

🚲 Mobility
Chamrousse, a French alpine ski resort, has limited visibility into skier flow and location across its slopes and facilities, making it harder to plan for congestion, capacity and on-slope safety at busy times. Chamrousse needs real-time visibility into skier flow and location to manage congestion, capacity and on-slope safety.

Experimental Capacity

The city’s capacity to host pilots can be summarised as follows:

  • Population and scale: 453 permanent residents in 2023 and 34.1 residents per km² (INSEE). The resort itself covers a ski area of about 1 300 hectares across three interconnected zones (Chamrousse 1 650, 1 700 and 1 750).
  • Operators on site: the resort has its own tourist office, town hall and lift-operating body (Régie Remontées Mécaniques), which gives pilots direct local counterparts.
  • Proximity: the resort is located 30 km from Grenoble.
  • Space and scale for the current challenge: Chamrousse ski resort, at site scale.
  • Data: skier-flow and localisation data can be generated during experimentation; no comparable real-time baseline exists.

Pilots

Pilots are real-life implementations of selected solutions in cities. They allow stakeholders to test ideas in real conditions, measure their impact, learn from the results, and determine whether the solution can be improved, replicated, or scaled to other contexts.

Wise-IoT, which stands for Worldwide Interoperability for Semantics IoT, brought together six testbeds from Europe and South Korea to run pilots in smart cities, leisure, and healthcare, all using a shared semantic layer. Chamrousse was the leisure testbed, with an application that monitored skier flow and location across the resort. This gave operators a real-time view of where visitors gathered and how they moved between lifts and pistes. FHNW, CEA, the University of Cantabria, Ayuntamiento de Santander, KAIST, and Sejong all contributed, coordinated by EGM. The pilot aimed to show that IoT services built for one platform could work on another without needing to be rewritten, using morphing mediation gateways and trust-based recommendation systems for full semantic interoperability.
