The city of Genova and its Civil Protection Office developed a mobile information service, building on the Italian “I Don’t Risk” civil protection campaign, to help citizens understand environmental risks and act on them in emergencies. Short Description

The city of Genova and its Civil Protection Office developed a mobile information service, building on the Italian “I Don’t Risk” civil protection campaign, to help citizens understand environmental risks and act on them in emergencies. The service combined rules of conduct for critical situations with live weather, hydrological and sensor data, and was tested as a ClouT field trial.

Key goal or objective

To inform Genova residents about good practices and environmental risks, reduce their exposure through awareness and simple precautions, and give the Civil Protection Office relevant information.

Pilot participants

Comune di Genova, Civil Protection Office: pilot city and application owner.

ClouT consortium: EU-Japan research project coordinated by CEA-LETI, France, with Genova, Santander, Fujisawa and Mitaka as pilot cities.

Pilot Overview

Genova is exposed to floods, landslides and other weather-related hazards, and already operates weather sensors, hydrometers and webcams. Genova joined ClouT in April 2013 as a partner and pilot city.

The first Genova trial took the information app developed for the Civil Protection Office and developed it further within the ClouT platform. The app drew on existing city data sources and delivered information to mobile devices, so that citizens could reduce their risk in critical situations in time.

In 2014, the project ran an anonymous online survey of Genova residents on their interest in Internet of Things applications and on the ClouT field trials.

Challenges Addressed

  • Citizens often lack clear, timely information on environmental risks, emergency rules and expected consequences.
  • Sensor and weather data held by the city was not available to residents in a form they could use.
  • The Civil Protection Office needed a channel to reach residents and receive information from them.

Solutions Tested

“I Don’t Risk” information application

Mobile application offering rules of conduct for critical situations, earthquake information, weather, hydraulic and hydrological risk information, weather sensor data, critical event reports, city webcams, air quality sensors, Wi-Fi hotspot locations, and integration with the Civil Protection social network channel.

ClouT three-layer platform

The city’s existing systems collected sensor data and exposed it through a standard interface. Historical sensor data was stored in ClouT cloud storage, using a software agent that regularly polled the city infrastructure. Weather forecasts and emergency alarms could be built from this historical data.

Achieved Results

The pilot produced a working civil protection application on the shared ClouT platform, built on data from Genova’s existing weather sensors, hydrometers and webcams.

In a ClouT survey of 113 Genova residents, 78.8% were interested or very interested in the application. Respondents rated risk-area geographic data, webcams and weather sensors as very important, and Civil Protection alarms as the most popular feature.
