Strategic Vision and Achivements

Sustainability and Climate Vision

Tampere aims to be carbon neutral by 2030, by reducing emissions by 80% and compensating the remaining 20%.

Challenges

Challenges are defined by cities to clearly express the urban issues they are facing. They describe specific needs and contexts, helping innovators, companies, and organizations understand the problem and propose relevant, tailored solutions.

Experimental Capacity

The city’s capacity to host pilots can be summarised as follows:

  • Population and scale: 263 337 residents in 2025 across 690.7 km² (164.6 km² of it water), 494.5 residents per km² in 2024. The largest age group is young adults aged 20–29, about 51 500 residents, and at least 160 languages are spoken in the city.
  • Education level: about four out of five residents over 15 have completed education beyond basic schooling (2024).
  • Open data: the City runs its own data portal (data.tampere.fi), and open city data, transport information, IoT infrastructure and demographic data can support monitoring and evaluation.
  • Space and scale for the current challenge: Hervanta district, including the connections between its neighbourhoods and the tram network, at district scale.
  • Data: data on assistance requests, journeys and emissions can be generated during experimentation.
  • Experience: Tampere has previous experience in smart city innovation, digital twins and autonomous mobility.

Pilots

Pilots are real-life implementations of selected solutions in cities. They allow stakeholders to test ideas in real conditions, measure their impact, learn from the results, and determine whether the solution can be improved, replicated, or scaled to other contexts.
