Genova needs an accessible, citizen-facing way to extend its civil-protection risk-awareness activity beyond periodic in-person events, so residents can check their own exposure and access preparedness guidance when they need it.

Description of the Challenge

Context

Genova faces recognised hydrogeological risk — the city’s urban streams have a documented history of severe flash flooding — alongside seismic risk, and effective civil-protection response depends on residents understanding that risk and knowing how to respond.

Genova has taken part in Italy’s national civil-protection risk-awareness campaign, which has traditionally reached residents mainly through volunteer-staffed information points in public squares on set days each year.

Specific problem

Genova’s civil-protection risk-awareness activity has relied mainly on these periodic, in-person events, which reach residents who attend on the day but give most residents no ongoing, personalised way to check their own exposure to flood or seismic risk, or to access preparedness guidance, between campaign events.

Current situation and gap

Risk-awareness activity has been built around volunteer-staffed information points and set campaign days, rather than a channel residents can consult on their own, at the time it is relevant to them.

There was no accessible, citizen-facing tool connecting this in-person outreach with information specific to where a resident lives or works.

Expected Outcomes

Specific need

Genova needs an accessible, citizen-facing way to extend its civil-protection risk-awareness activity beyond periodic in-person events, so residents can check their own exposure and access preparedness guidance when they need it.

Expected outcome

– A citizen-facing risk-awareness tool developed with the city’s Civil Protection agency, complementing its existing in-person outreach.
– The tool should help residents understand their own exposure to local hydrogeological and seismic risk and know how to respond, available independently of scheduled campaign events.
– Accessible, location-relevant risk information and preparedness guidance that residents can consult on their own.

Who would use the results

Residents, and the city’s Civil Protection agency, to extend the reach of its preparedness and risk-communication work.

Expected impact

Could extend the reach of civil-protection risk communication beyond those who attend in-person campaign events, supporting better-prepared, more risk-aware residents.

Space for Solutions and Experimentation

Space. Genova.

Scale. City scale.

Data. Existing hydrogeological and seismic risk data for the city, and the Civil Protection agency’s established in-person outreach, available as a baseline. Citizen-facing risk-awareness content can be generated during experimentation.

Experience. The city has previous experience piloting a citizen-facing risk-awareness initiative with its Civil Protection agency.
