Urban data platforms are becoming essential infrastructure for modern cities. UTA member Data In Motion (DIM) has secured a major contract to advance the CIVITAS/CORE platform for German municipalities. This achievement demonstrates how smart city technology is maturing across Europe. DIM will lead the integration of a model-based approach into the broader system architecture. Urban Data Platforms: Data In Motion Wins CIVITAS/CORE Contract

Following the successful conclusion of a Europe-wide tendering process, the contract for the next phase of CIVITAS/CORE has been awarded. Data In Motion will serve as system architect and integration lead. The platform will operate across German municipalities including Osnabrück, Münster, Paderborn, Mönchengladbach, Kassel, Jena, Bamberg, and Haßfurt. As a result, these cities will gain access to improved digital infrastructure. DIM will handle model-based integration, cross-domain architecture, and authentication and authorization concepts throughout the project lifecycle.

BSI Security Standards for City Data Infrastructure

In parallel, Data In Motion is contributing to national security standards. Together with a consortium of partners, DIM is developing a model-centric approach for the BSI TR-03187 technical guideline. This guideline defines security and interoperability requirements for city data systems in Germany. Adherence to these standards will give municipalities a clear and certified security framework. Consequently, city administrators can deploy digital services with greater confidence and accountability.

Advancing Smart City Goals Through Technology Leadership

These two milestones highlight DIM’s growing role in European smart city development. The CIVITAS/CORE contract brings tangible improvements to municipal services. The BSI standards work, meanwhile, ensures that secure urban data platforms become the norm rather than the exception. Together, these projects show how UTA members drive meaningful progress for cities worldwide. Learn more about the CIVITAS/CORE initiative at CIVITASconnect.digital.
