This call explores AI climate resilience solutions at regional and local level. It is part of the EU Mission on Adaptation to Climate Change. In addition, regional and local authorities play a central role.
About the AI Climate Resilience Call
Extreme weather is putting pressure on cities and regions across Europe. AI climate resilience tools can help forecast risks, plan adaptation and respond faster. Furthermore, they can turn complex data into clear decisions for public authorities. As a result, the call matches UTA pilots on climate resilience. Explore more smart city funding opportunities on the UTA funding page.
Who Can Apply to the AI Climate Resilience Call
Applicants form a standard Horizon Europe consortium of at least three entities from three EU Member States or Associated Countries. In addition, regional and local authorities should be closely involved. Therefore, city partners are a key part of any strong proposal.
Focus Areas and Funding
Up to four projects of about €3m each are expected. Projects are Research and Innovation Actions. Moreover, they should test AI solutions in real local settings. In short, applicants should align their project closely with the expected outcomes and impact described in the call text.

- Key sectors in the selected regions become more climate-resilient through AI-improved processes or technologies, while advancing their digital transformation.
What Proposals Must Cover
- Proposals choose one of two objectives and state it in the free keywords.
- Objective 1, AI for more accessible data, makes climate data easier for decision-makers to use. Projects test their tools with at least three regional or local authorities and may use Destination Earth data.
- Objective 2, AI for sectoral adaptation, uses machine learning in sectors such as agriculture, buildings, water, waste, transport or energy. Projects test their tools in at least five regional or local authorities and involve private-sector partners.
- Proposals go beyond the state of the art, identify a clear gap and justify whether they improve existing tools or build new ones.
- Projects address bias, data quality and the limits of generative AI, and produce training materials.
- Projects link with the Mission Implementation Platform and are encouraged to use the UNDERPIN and CLIMAAX frameworks.
- The Commission will fund at least the top-ranked proposal under each objective.

Why the AI Climate Resilience Call Matters
For cities, the AI climate resilience opportunity is a chance to test new solutions with trusted partners and shared funding. In addition, it helps public authorities learn from peers in other countries. Successful projects often lead to wider roll-out and new procurement. However, strong proposals need early planning, clear roles and real demonstration sites. That is why UTA brings cities, innovators and researchers together long before deadlines. Moreover, our network helps partners find the missing skills or countries a consortium needs. As a result, members can move from idea to proposal faster and with more confidence.
Deadline and How to Apply
The call opens on 9 February 2027 and closes on 21 September 2027. Apply through the EU Funding & Tenders Portal. For this reason, secure your public-authority partners early.
