The Paris region needs a dependable way for emergency responders to coordinate and share real-time information during a major disaster, even when core infrastructure is degraded.

Description of the Challenge

Context

The Paris region faces a recognised, high-consequence risk from major urban disasters, such as a major Seine flood on the scale of a ‘1-in-100-year’ event, that can disrupt essential services (power, fuel, water, communication) across the region.

Specific problem

Coordinating emergency responders and giving them reliable, real-time information during a major urban disaster is difficult when the communication infrastructure itself may be disrupted.

Current situation and gap

Conventional, centralised coordination systems are vulnerable to the same infrastructure disruptions they are meant to help manage.

This leaves responders without dependable, real-time information exactly when it matters most.

Expected Outcomes

Specific need

The Paris region needs a dependable way for emergency responders to coordinate and share real-time information during a major disaster, even when core infrastructure is degraded.

Expected outcome

– A resilient, distributed coordination approach that keeps working when centralised infrastructure is degraded.
– The approach should give responders reliable, real-time situational information to coordinate their response.
– Real-time situational information shared reliably among responders, even where core communication infrastructure is degraded.

Who would use the results

Emergency responders and coordination teams, to maintain situational awareness and coordinate action during a major urban disaster.

Expected impact

More dependable coordination infrastructure could support a more resilient, better-coordinated emergency response during major urban disasters.

Space for Solutions and Experimentation

Space. The Paris region, tested against a major-disaster scenario.

Scale. Regional scale.

Data. The communication and coordination infrastructure used by responders in the region, available as a baseline. Simulated flood-scenario data can be generated for experimentation; such data do not exist as routine operational data.
