URBACT IV connects European cities in transnational Action Networks to exchange knowledge and turn existing strategies into concrete local results. Rather than funding research, it supports cities to implement, refine and monitor real actions between November 2026 and April 2029 through collaboration and peer learning.

Action Network / Urban Implementation Programme
~€1m per network · up to 20 networks; ERDF co-financing 65–80% depending on region
City-to-city cooperation across the full range of urban policy themes, with a strong emphasis on implementation and on involving local stakeholders.
Action Networks of 6–8 city partners from the EU-27 and Partner States (Norway, Switzerland, Albania, Bosnia & Herzegovina, Montenegro, North Macedonia, Serbia, Moldova and Ukraine). Aimed at cities and metropolitan authorities together with their implementation stakeholders.
Submit through the SYNERGIE-CTE online platform by the deadline; use the URBACT Partner Search Tool to build your partnership. The applications need to be submitted through the online system SYNERGIE-CTE by 17 June 2026, 15.00 CEST.
