URBACT IV connects European cities in transnational Action Networks to exchange knowledge and turn existing strategies into concrete local results. Rather than funding research, it supports cities to implement, refine and monitor real actions between November 2026 and April 2029 through collaboration and peer learning.

Focus areas

Who can apply

Action Networks of 6–8 city partners from the EU-27 and Partner States (Norway, Switzerland, Albania, Bosnia & Herzegovina, Montenegro, North Macedonia, Serbia, Moldova and Ukraine). Aimed at cities and metropolitan authorities together with their implementation stakeholders.

URBACT Action Networks connect 6–8 European cities in transnational partnerships. Together, they exchange knowledge and turn existing strategies into concrete local results. Furthermore, the programme supports cities to implement, refine, and monitor real actions. It runs from November 2026 through April 2029 through collaboration and peer learning.

What Are URBACT Action Networks?

URBACT Action Networks are the core instrument of the URBACT IV programme. They bring together cities from across Europe to work on shared urban challenges. In addition, each network includes local stakeholders who help shape and deliver the actions. The networks focus on implementation rather than research. As a result, cities produce concrete improvements in areas such as housing, mobility, green infrastructure, and social inclusion.

Programme and Funding Details

URBACT IV operates under the Interreg / European Territorial Cooperation framework, co-financed by the European Regional Development Fund (ERDF). Each network receives approximately 1 million euros. Furthermore, ERDF co-financing covers 65–80% of costs depending on the region. Up to 20 networks may be selected under this call. Consequently, this represents a significant investment in European urban innovation.

Who Can Apply?

Networks must include 6–8 city partners from EU-27 member states or Partner States. Partner States include Norway, Switzerland, Albania, Bosnia and Herzegovina, Montenegro, North Macedonia, Serbia, Moldova, and Ukraine. However, each network must have a Lead Partner that is a city or metropolitan authority. Moreover, local implementation stakeholders must be actively involved in the network work.

The deadline is 17 June 2026 at 15:00 CEST. Applications must be submitted through the SYNERGIE-CTE online platform.
